MISHAWAKA UTILITIES ELECTRIC DIVISION 1999 ANNUAL REPORT MISSION We are part of an organization committed to providing our community with the best products and services in electric, water and wastewater treatment. Mishawaka Utilities strives to: ? Provide reliable service at competitive rates. ? Maintain high professional and ethical standards in a courteous atmosphere. ? Promote continuing education for a safety-conscious and well-trained staff. ? Cooperate with and promote our community. ? Provide products and services that far exceed the expectations of our owners - our customers. BACKGROUND The Mishawaka Utilities electric distribution system is the third largest municipal system in Indiana, providing service to over 25,400 metered customers. Our staff, located on 12th Street, constructs and maintains the distribution system, consisting of nearly 300 miles of overhead and 170 miles of underground distribution lines and 11 substations. This system serves a population of 46,000. Mishawaka's electric consumers enjoy electric rates that are slightly below average for cities our size in Indiana, which is one of the nation's lowest-cost energy states. While owned by the City of Mishawaka, our efforts are not supported by tax dollars. We are a division of Mishawaka Utilities; our operation is totally financed by the customers we serve. Operationally, we are aggressively rethinking how we perform our work, how we allocate our limited resources and how we maintain our distribution system. We have put into place new scheduling and data collection systems that give managers more targeted information so we can make better informed decisions. We are adding more structure to our engineering operations to improve our processes and enhance our competitive position. DRIVING CHANGE At Mishawaka Utilities, Electric Division, we are not waiting for tomorrow to prepare for the coming changes in the electric utility industry, we are driving those changes today. We are making the most use of leading edge technology in areas of project scheduling and power quality assessment, as well as key predictive maintenance technologies such as infrared thermography (IR). We are purchasing power delivery equipment and tools that have proven reliability ? getting the most for our money, while concentrating on our customer?s expectation of reliable, uninterrupted service. We will not sit still, we will not become complacent, and we will not be satisfied with the axiom ?its always been done that way?. We will continue to strive for excellence in a world where the bar is always rising. And, the key to retention of performance, and goal, oriented personnel is to provide a professional and challenging environment, along with leadership that recognizes, and rewards, its top performers. The changes (implemented in December 2000) to the division?s organizational structure, for both the Engineering and Construction departments, personifies management?s recognition of this principium. These changes were as follows: Engineering Department ? Replaced Substation Engineer with Substation Supervisor, and Engineering Coordinator with Project Manager. The new titles better reflect the leadership role of these two key supervisory positions. ? Created Senior Substation Technician and Senior Engineering Assistant to provide career growth opportunities for top performers in both the substation and projects areas. ? Replaced CAD/Locator with ?Project Coordinator?. The job description for CAD/Locator did not adequatley cover the multitude of project coordinator responsibilities and duties. Construction Department ? Replaced Overhead Supervisor and Underground Supervisor with Construction Foreman.
