The Kerner Commission was established in response to the growing amount of race related riots in the 1968 at the request of President Lyndon Johnson. ... And he hoped that the commission would find that was the case.” Therefore, the Kerner Commission was established in 1968 by President Johnson as a means to discover who and why there was an increase in rioting in the major cities of the United States. The Kerner Commission, also known as the National Advisory Commission on Civil Disorders, was a group of politicians designated to study the riots of the 1960’s and come to a conclusion on what was going wrong in the United States and how to fix it to avoid more riots.

The Kerner Commission concluded that the United States was becoming two separate and unequal societies, one white and one black. ... In 1968 when the Kerner Commission published their report on the race riots the United States was moderately segregated into two separate and unequal societies.

In terms of education the Kerner Commission was only partially correct. ... It may have taken awhile to actually get the “little rock nine” into their new school but at this point desegregation of public schools had definitely begun, eleven years before the Kerner Commission published their report.
