In any event it is generally the case that health and safety attitudes and performance are inextricably linked to the general performance of a company and it’s employees. It is widely accepted that processes which are effective in general management terms are likely to also be effective in managing health and safety. The HS(G)65 model (Successful Health and Safety Management - HSE) is highly compatible with the ISO 9000 standard for Quality Management Systems. ...

For an organisation to deliver on health and safety commitments it must have a means of developing a structure that vests accountabilities and responsibilities at appropriate levels and positions within the company. It should go without saying that the company needs first of all know what commitments it should be making on health and safety matters but this assumption is all too often not appropriate. ... Failure to design the organisation to deliver the necessary controls is likely to have an adverse effect on attitudes to all aspects of the job including health and safety. Furthermore even if the structure, responsibilities and competencies have been properly designed, populating posts with people who do not match the job requirements will also damage performance and attitudes to health and safety responsibilities.

In establishing the responsibilities and competencies appropriate to the post it is vital that responsibility for health and safety performance is clearly established through the line management organisation.
