The 1790's were a period of turmoil at home and abroad. It was a critical period in American history because we had a new Constitution. How that new Constitution was interpreted would impact both domestic and foreign policy then and in the future and play a formative role in the development of our two party political systems. Domestic issues were primarily centered on our economy and the debt that the government incurred during the Revolutionary War.
