Introduction: This theme paper will introduce some of the challenges that confront police with regard to establishing PROACTIVE and MEANINGFUL partnerships in multicultural community like ours in general and cosmopolitan city like Mumbai in particular. It will consider (1) The reasons for Police-Community partnerships as necessary and important. ... (3) What are the benefits of the Community Police Partnerships? Police and community partnerships (Community Policing) involve a) Partnerships b) Problem solving and c) Preventive activities. PARTNERSHIP in RESPONSIBILITY (community Perspective) The entire community is responsible for public safety, not just the police. Community resources cannot be brought to bear upon crime and quality of life problems unless the community is willing to commit for that purpose. Increasing the consciousness of the community about its problems, involving people and organization in developing strategies to address the problem, motivating people to help in implementing the strategies and co-ordinating their action so that they may contribute maximally to forge new partnerships. ... ii) Conceptually the community police partnership involve a paradigm shift in police philosophy, police policy and strategy based on the belief, that “police officers & private citizens working together in creative ways can help some contemporary community problems related to crime, social and physical disorders and neighbourhood decay.
