Milbank’s article showed how private industry is tasked with helping with the current welfare legislation. He references Marriott, as a leader in this reform and shows how they established a training program for welfare recipients that would eventually bring them into the workforce. Marriott’s program, Pathways to Independence, was lauded as a major success and has served as an example for the rest of the private sector to follow. Milbank tells that within all the success that Marriott had with their program, there were also a few failures. The hotel chain giant had entered this program with the intent of training the better quality welfare cases. When the program was successful, they would start taking on the more troubled cases in which many are homeless and current drug addicts. This poses a large risk for many companies. If a program does not get the desired results, then revenue is lost and the program could be scaled back or terminated.
