According to an article in a Colorado newspaper, “prison population has increased from 7,000 to approximately 16,000 since courses, trade programs, and degrees have become available to Latino prisoners in their jails. ... You would think this tremendous increase would make our government re-evaluate free education as a rehabilitation program.
