The Proposed Government Reform of the Planning System
This presentation is going to be split into three parts:
1. Why the planning system needs reform
2. The proposed reforms of the planning system
3. The effects of the reforms on the property industry
PART 1
There are a number of reasons as to why the English planning system needs to be reformed.
· Firstly, the planning system is too complex:
The existing planning system is plan lead through Local Development Plans and Structural Plans. In addition to this decision have to be made through Regional Planning Guidance as well National Planning Guidance. This means that a massive amount of planning regulations have to be accounted for before a decisions can be made.
· Another criticism of the current planning system is that it is too slow in determining planning applications:
Local authorities have a target that 80% of planning applications should be determined within 8 weeks. ...
· The system is also inconsistent:
The policies set out at regional and national levels vary along with the decisions made by planning officers.
