Their punishment could not be increased because there is no death penalty in those states. ... ” If you do not want to be executed, do not commit murder – Any country or state that has capital punishment, as a form of sentence does not keep this fact a secret. If a person commits a crime knowing that the crime carries a particular punishment then they do not have a right to complain about the sentence.
