welfare Reform started in Wisconsin in 1988. The Reform Act began in New York in 1966. Former President Clinton wanted to end welfaare as we know it. The back bone of this act is time limits. This reform changed the way the system works and issues benefits. For wxample before the refoorm any person deemed eligible would receive benefits and had to do nothing in return.
