I think that war was an important factor in the development of penicillin, but there were other factors like scientific experiments, industry, individuals (Fleming, Florey and Chain), communications, chance, government, industry and technology which helped in the development of penicillin. I believe that war was the main factor that helped the mass production of penicillin. A scientist named Alexander Fleming discovered penicillin by chance when he was on his holiday. On his desk there was a dish with staphylococci microbes and these were getting killed by penicillin bacteria possibly blown from outside through the window. ... Alexander Fleming was a very important key individual as he discovered the penicillin bacteria by chance. A year later Florey and Chain found out about the penicillin bacteria and tried to grow it by using the latest freeze-drying technology and other equipment like milk churns, dog baths and hand pumps. Slowly grams of penicillin were gathered and then tested on rats.
