No one person would be favored or looked down upon because of their economical of social status. This policy would appease many of the Athenian people for most were what was considered to be lower class living in poverty. It could give each person a belief that they were just as important as the very wealthy individuals in the community, and would keep the likelihood of a revolt of the masses to a low.
