If students are responsible enough to return to school on time, they should be allowed to leave campus during lunch. Until 1996, CCISD students were allowed to leave campus during lunch. But when a Carroll High School student who was off campus during lunch was involved in an automobile accident, things quickly changed. The school board decided that an off campus lunch was no longer a good idea. CCISD schools did not want to be accountable for students who were injured while off campus during lunch. ... A vote was taken and the open campus policy became a closed campus policy. ... From then on, only students with a medical reason for leaving campus were issued a lunch pass. Students without a pass were forced to stay on campus for lunch. An off campus lunch is advantageous to the school. ...
